Claims new code could turn council into 'kangaroo court'

A NEW draft code of conduct for councillors will allow Redland Shire Council to become a "kangaroo court", a councillor has claimed.

Division 6 Councillor Toni Bowler said Council's draft Councillor Code of Conduct was unjust and should never have been approved.

Cr Bowler said that under the draft code, if a councillor has been accused of inappropriate behaviour, the matter is referred to a panel for judgment.

The panel could make a recommendation to Council for what action to take, but Council was still allowed to have the final say, she said.

"I don't believe that any councillor should be posing judgment on a fellow councillor. That's nothing but a kangaroo court. It's important that it be taken out of the environment that we're working in and taken to another level," Cr Bowler argued at a Council General Meeting.

Division 4 Cr Peter Dowling said he didn't believe there was any danger of there being a 'kangaroo court'; the document was "great" and a good starting point.

Voting for the document were Crs Don Seccombe, Alan Beard, Karen Williams, Helen Murray, Murray Elliott, Craig Ogilvie, Peter Dowling, John Burns and Alan Barker.

Voting against were Crs Debra Henry and Toni Bowler.

The document is currently available to the public for viewing (visit www.redland.qld.gov.au or call Council on 3829 8999 for information).

Public submissions close by Friday, January 13, 2006.
