DIVISION ONE

WENDY BOGLARY (Incumbent)

What are your priorities for your division and for the city?

Retain the community character and lifestyle; improve and deliver infrastructure and services to handle demands of future development without negative impact; promote small businesses and encourage new opportunities for local employment; ensure the Redlands Planning Scheme delivers the future the community asked for in the 2030 Community Plan.

Would you support extension of the urban footprint?

I support responsible and controlled development in the existing urban footprint as per the SEQ Regional Plan. If, in the future, changes to the existing footprint were to be considered, I would ensure there was an extensive community consultation with all planning and financial implications researched.

What is your position on rates and charges?

Keep all as low as possible but maintain a strong financial position; continue to find savings that don't affect services. Being responsible with council's financial sustainability and delivering services comes before irresponsible promises.

How will you make a difference?

I have increased community consultation; achieved a greatly improved financial situation; increased efficiencies saving millions; no councillor pay rise in whole of term; initiated conservation programs; heavily involved in business development; with my experience and determination, I will continue taking action to make this difference.

CORINNE TOMASI

What are your priorities for your division and for the city?

Say no to rate increases that exceed CPI; abolish dump fees; reduce council debt; fight cost-of-living pressures; streamline council; reduce over regulation; create jobs;support local business; put Ormiston and Wellington Point first; protect our village atmosphere; oppose paid-parking proposals in Division 1; develop a more inclusive community; greater assistance for pensioners and self-funded retirees; maintain a focus on healthy waterways; support long-term planning for children; work with community organisations.

Would you support extension of the urban footprint?

I would support planning principles consistent with the SEQ Regional Plan. A sensible approach is essential to maintain lifestyle.

What is your position on rates and charges?

Residents are being crippled by the 48.6 per cent increase in rates, fees and charges. I will say no to rate increases that exceed CPI.

How will you make a difference?

I will work to make sure cost-of-living pressures are alleviated. I will listen to the people and work to achieve results that matter to them. I will be a councillor of action, if elected.

DIVISION TWO

BOB POLLOCK

What are your priorities for your division and for the city?

Implement economic development plan for Cleveland and North Stradbroke Island; reduce cost of living; eliminate tip fees; impose heavier penalties on illegal dumping; realign council finances; keep cost of water down; establish a Redlands Business Centre; improve public infrastructure and quality of future developments; protect rights of property owners.

Would you support extension of the urban footprint?

I support the pre

servation of villages in Redland City interlaced with viable green space. I do not support uncontrolled growth. I support the sensible realignment of the urban footprint boundary to achieve those objectives.

What is your position on rates and charges?

The rating system should be reviewed to reduce the number of rating categories from 45 and to ensure the rate in the dollar is in a band of no more than three to one; rates should not increase by more than the Consumer Price Index each year and preferably less.

How will you make a difference?

I have a vision for Cleveland to be the Gateway to Moreton Bay and the cultural heart of the Redlands. I will use my extensive experience in business management, engineering, capital works and facilities management, design, construction and public consultation to drive improvements.

CRAIG OGILVIE (incumbent)

What are your priorities for your division and for the city?

Responsible development; financial sustainability; a vibrant Cleveland; progress marine facilities with state government; address needs of Straddie; fight for a fairer share of monies for parks, footpaths, roads; a community-driven council that can be trusted.

Would you support extension of the urban footprint?

Absolutely NO. We are/will be paying big money for infrastructure needed for the last lot of sprawl and the community doesn't support the impact on amenity, lifestyle or environment. The priority should be managing growth.

What is your position on rates and charges?

Council forecast is for a 4.5 per cent increase and this will require cost cutting. "CPI increase only" is a slogan that doesn't marry up with the city's growth scenario. On top of the current cuts, and compounded over several years, it would destroy organisational capacity and greatly impact on services and infrastructure.

How will you make a difference?

Two university degrees, business experience, eight years in council gives me the skills for the job. I'm in constant contact with the community and live and love the place with four generations of my family. I'm committed to continuous improvement and delivering on the community vision efficiently.

DIVISON THREE

DEBRA HENRY (Incumbent)

What are your priorities for your division and for the city?

To continue Redland's economic performance aimed at keeping rates at a reasonable level while still providing facilities and services. A policy of sustainable development delivering liveable outcomes similar to those I fought for at the major development areas of south east Thornlands and Kinross Road. To strengthen infrastructure to support our community, our aged citizens, and our sporting bodies together with my advocacy to state and federal governments.

Would you support extension of the urban footprint?

Expanding the urban footprint will cost ratepayers more in infrastructure; compromise what everyone loves about Redland and put more pressure on the Cleveland CBD. No, I don't support the UF being expanded.

What is your position on rates and charges?

How will you make a difference?

By continuing to be the voice of the electorate, working in an informed, inclusive and independent way, on a path of continuous improvement and delivering on the Community 2030 Plan.

KIM HARDMAN

What are your priorities for your division and for the city?

Control rates rises; abolish dump fees; end council waste; ensure safe neighbourhoods, decent footpaths, action on hoons, decent parks; get a jetty in our area; work closely with local business in the Enterprise Street Industrial area.

Would you support extension of the urban footprint?

No.

What is your position on rates and charges?

Focus on essentials such as roads, footpaths, local amenities. That might mean some tough decisions; but I am up to that task. I don't believe Redlanders can afford another four years of business and domestic rate rises.

How will you make a difference?

As a young mum who went to school locally, I am passionate about Redlands and my neighbourhood of Thornlands and Cleveland South. I am an energetic worker, not a career politician. Like most of us, I can see the "For Lease" signs popping up across Redlands and want the council to work with local business, not against them with massive rate hikes. I am committed to changing that culture by bringing the council back to basics.

BRIAN HOWARD-CLARKE

What are your priorities for your division and for the city?

Division: Sort out Pinklands intersection; increase useability and amenities of parks; address revegetation policies; address decline in roads standards and band-aid fixes to roads and pathways. City: freeze rates; abolish tip fees; fairly priced water; eliminate financial waste through inefficiency; cut overstaffing in non-service delivery roles; reduce "red tape"; reduce debt over time; engage with the state government.

Would you support extension of the urban footprint?

Revisit policies on medium and high density housing; development of retail, commercial and community hubs at Victoria Point, Capalaba and Cleveland. Incorporate Russell Island as a suburb of Redlands via an interconnection policy; develop the island with state and federal governments.

What is your position on rates and charges?

Rates can be frozen for the next financial year and potentially beyond after investigation of council's financial status.

How will you make a difference?

I have a vision for how Redlands can be an energised, vibrant and beautiful bayside city. I can substantiate successful experience and significant expertise in understanding complex organisations, their business elements, and how to run and monitor financially frugal organisations.

DIVISION 4

Leeann Lillicrap; Geoff Fowler; Louise Denisenko; Lance Hewlett

LEEANN LILLICRAP

What are your priorities for your division and for the city?

Improve infrastructure, local roads, jetties, marine precincts, parks. Improve barge and ferry service to Coochiemudlo Island. Improve parking and transport. Reintroduce discounts for those who pay rates before the due date. Improve and maintain creeks, waterways, parks, pathways. Remove or minimise tip fees. Investigate kerbside pick-up. Victoria Point and Coochiemudlo Island to be dredged near jetties.

Would you support extension of the urban footprint?

I would like to see minimum growth as most of us moved to Redlands for a better lifestyle. I would like to see better infrastructure/services/facilities to support our growth and tourists.

What is your position on rates and charges?

Increase discounts for pensioners and self-funded retirees. Decrease rates if property value decreases.

How will you make a difference?

I will work towards better communication between residents, business, council and state. I will put peoples' lives first. I will represent a voice for people and act to improve quality of life for all. My ultimate goal is to deliver excellent local representation while holding council accountable.

What are your priorities for your division and for the city?

Division:

Would you support extension of the urban footprint?

Difficult to answer because question is so broad. Comes down to a balance between population growth and greenspace. We should be able to accommodate growth pretty much in the current footprint but the quality of development needs to be looked at to ensure there is enough parking and open space.

What is your position on rates and charges?

Council must work within its means. I do not support deficit budgets or borrowing for operational expenditure. Rates to be capped to CPI and efficiencies found to increase services.

How will you make a difference?

25 years of community service means I have a real connection with my local community. I will be a representative of my community, rather than any vested interests.

What are your priorities for your division and for the city?

Deliver value to residents and ratepayers. Reduce illegal dumping; abolish tip fees. Maintain footpaths, parks and playgrounds, trees, pot holes, creeks, waterways. Attend to the eroding foreshore. Waters near Coochiemudlo need dredging. Focus on people, support the community, assist local businesses, create more jobs, promote tourism, improve parking and infrastructure.

Would you support extension of the urban footprint?

I would only support a sensible extension if the population growth required it providing the impact on the environment and residents was carefully considered.

What is your position on rates and charges?

Our rates and charges have increased significantly and many struggle especially retirees. Future increases should be minimal and capped to CPI or less. Charges and costs should be reviewed and reduced. Water needs to be more affordable and the State needs to be pressured to reduce the regulated costs of bulk water.

I will listen. I am professional, motivated, engaged in community groups and independent of political parties, developers or other interest groups. I will ensure residents get regular communication, efficient service and value for their money.

What are your priorities for your division and for the city?

Freeze Rates; reduce over-regulation; improve park and road maintenance; improve foreshores; upgrade marine precincts and jetties; remove tip fees; promote a culture of common sense; introduce annual kerbside pickups.

Would you support extension of the urban footprint?

To encourage local employment opportunities we need to review our urban development plans to include areas in which "clean" industry and manufacturing can be carried out and to encourage and support potential investors and business back without burdening them with enormous fees and excessive red tape.

What is your position on rates and charges?

With a financially responsible council, a budget can be delivered that will reduce council expenditure, get back to basics and provide essential services economically. Rates need to be put on hold now and all expenditure reviewed as a priority.

How will you make a difference?

I will make a difference by being a representative for residents and accessible to all. I will conduct monthly public meetings to solicit feedback and will be transparent about what is happening in the Division. It will be my responsibility to address and follow up any issue.

MICHAEL VERRY

What are your priorities for your division and for the city?

No.1: transport, both to/from islands, including Weinam Creek, and on mainland to/from Redland Bay on inadequate roads. City wide: rates; abolish dump fees; infrastructure; employment; lifestyle

Would you support extension of the urban footprint?

No. Current infrastructure cannot cope with existing urban areas. We must also preserve a balance between urban, rural, coastal green space/access and island living.

What is your position on rates and charges?

Residents are struggling financially in current economic times. Reducing council expenditure will be a priority – capping any likely rates rise is a must. Dump fees for residents must be abolished.

How will you make a difference?

As a true independent with no allegiance to any lobby/interest group; I will be a vibrant and go-ahead, honest representative with integrity who will fight with determination for the city’s interest; especially those of Division 5.

What are your priorities for your division and for the city?

Redland Bay: Improve service delivery, maintain parks, foreshores; ensure a co-operative council. Islands: Rectify Weinam Creek parking issue; affordable transport between islands and mainland. City: Rates under control; remove tip fees; annual kerbside collection; engage with universities for a Redlands campus; encourage business; economy to provide jobs.

Would you support extension of the urban footprint?

Efficient use of existing footprint for fiscal benefit; does not mean high density; development in line with expectations and comply with town planning guidelines. Community input. Development proposals outside footprint must benefit city.

What is your position on rates and charges?

Rates at CPI or less. Fees reviewed; keep legal costs in check; reduce wages bill with productivity efficiencies, reduction of financial waste and staffing attrition. Shift focus from increasing top-end management to ground delivery staff.

How will you make a difference?

With 20 years’ banking experience and 10 years in managing small companies. Stop ongoing rate rises to keep fattening council. My employer would be ratepayers of the city not council bureaucrats. I will be a voice for the community and available at all times.

BARBARA TOWNSEND

What are your priorities for your division and for the city?

Continue to provide responsible financial management; ensure roll out of major infrastructure at Redland Bay; Redland Bay Health and Wellbeing Hub; a planning scheme to protect lifestyle and deliver diversity; re-establish Redland Water; real solutions for bay islands.

Would you support extension of the urban footprint?

No. There are still large tracts of land in the footprint to be developed and areas for renewal, which will provide sustainable communities and viable business sectors. Without controls over urban expansion, infrastructure falls behind and lifestyle suffers.

What is your position on rates and charges?

Council has worked hard to keep any increase in rates and charges as low as possible whilst still maintaining the level of service expected by our community. I will continue to support this approach as well as any initiatives to reduce overall costs particularly now the state capped infrastructure charges.

How will you make a difference?

As a resident of Redlands for 24 years and as a councillor for eight years, my knowledge, experience and commitment is invaluable.

What are your priorities for your division and for the city?

Mt Cotton Rd is a death trap. Woodlands Dve and Sanctuary Dve intersections require immediate attention, A toilet block at the Village Park. Introduce 'Neighbourhood Watch' to our newest residents in south Redland Bay. Pedestrian access through new estates, particularly along Valley Way, urgent.

Would you support extension of the urban footprint?

I would support to maintain the 'Village' lifestyle we experience here, if required, a sensible approach to southern Boundary Rd and southern Redland Bay. Land owners rights have to be respected.

What is your position on rates and charges?

Reduce rates to CPI, savings can be made in areas other than reducing services.

How will you make a difference?

A 'business like' approach to decision making and planning, an ability deliver on hard calls, and provide drive and direction for a prosperous future.

What are your priorities for your division and for the city?

Remove tip fees and review rates as soon as possible. Build a toilet block at Mount Cotton Regional Park. Consider youth facilities for Redland Bay. Review current works budget for footpaths, access to public facilities, boat ramps, environmental areas, and road maintenance.

Would you support extension of the urban footprint?

I support responsible and controlled development in the existing urban footprint and I will be guided by the community's views before making any decisions.

What is your position on rates and charges?

I support capping rates rises to CPI or less. People are finding rising cost of living difficult and this needs to be considered when setting fees. The way council does business needs reviewing and fees for services needs consideration.

How will you make a difference?

I will ensure the role of councillor returns to that of speaking for residents and making sure their views are heard. I will ensure views of the majority are considered along with those of minority groups. I want value for rates, common sense policy and will work to ensure a proactive, positive, and united council.

What are your priorities for your division and for the city?

Retain rural character of Division 6 and support farmers. Crack down on overdevelopment and better standard of development in new estates. Improve traffic management. Ensure new Planning Scheme has balance between economic, environmental and social responsibilities.

Would you support extension of the urban footprint?

No extension. The existing urban footprint already achieves the state government’s target for population growth up until 2031. The Redlands Planning Scheme will be the most controversial issue for this next term of council along with identifying whether further land should be released for urban development.

What is your position on rates and charges?

I will make sure council delivers services expected within fair rates. If tip fees are abolished, the cost of running transfer stations will be charged to all instead of the user.

How will you make a difference?

I have lived in Division 6 for 28 years. As a project manager, I facilitate and negotiate between all levels of government, stakeholders and the community. I will provide an open, informed and transparent decision making process. As an independent, I will act in the best interest of Division 6 and the city.

What are your priorities for your division and for the city?

Slash the irresponsible spending and end fiscal incompetence. Their mandate was to save the Koalas and $20 Million later the Koala population went from 2700 to 500. Anyone in the private sector would expect to get fired for that result.

Would you support extension of the urban footprint?

Responsible urban growth is essential for the survival of the Redlands.

What is your position on rates and charges?

We need to cut spending and find ways to generate revenue for the Redlands without increasing rates. I promise that, if elected, I will not vote for a rates increase.

How will you make a difference?

By putting an end this incompetent spending spree and redirecting the funds being wasted, into making Redlands the paradise it was when I moved here 23 years ago. I see too many “for lease” signs up around Division 7 and the rest of the city. It’s about balance and making sure we get bang for our buck.

What are your priorities for your division and for the city?

Good maintenance of infrastructure, parks , roads , conservation areas; new Community Hub at MacArthur street; Redlands Track Park project completed. City: a new, easy-to-use planning scheme; improve transport system; minimise gridlock on roads; protect environment

Would you support extension of the urban footprint?

No. No. No. The only way to have a better transport system and reduce road gridlock is with higher densities around transport hubs. This is already happening in CBD and around smaller shopping centres under the present planning scheme. It would be foolish to do otherwise.

What is your position on rates and charges?

I support a system which delivers value for money while working within the (sometimes impossible ) present state government legislation. We could do more if this were to change.

How will you make a difference?

Working with the community, my colleagues and state and federal members to achieve the above outcomes.

What are your priorities for your division and for the city?

Keep rates in line with CPI or lower; lobby to improve public transport; investigate free kerbside pick-ups; protect wildlife; create safe roads and footpaths; help local businesses; improve parks and waterways; encourage tourism. Division 8: care for residents; communicate; improve greenspaces; plant trees, build boardwalks, bird hides, BBQs and picnic tables in Tarradarrapin Wetlands. Improve Allenby Road, Bailey and Collingwood Roads. Investigate contamination of waterways.

Would you support extension of the urban footprint?

The goal is to create a liveable and sustainable city. An extension of the urban footprint can be successfully achieved but an equilibrium between Redland’s projected population growth, lifestyle, environment and local business is required. It is unrealistic to put a total halt to population growth.

What is your position on rates and charges?

I am in favour of keeping rates in line with the CPI or lower. Offer discounts to residents who pay rates early or on time. If tip fees remain, I would like to offset this and see the introduction of free regular kerbside pick-ups.

How will you make a difference?

By being positive, proactive, working with integrity and care, compassion, communication, common sense.

What are your priorities for your division and for the city?

Ensure money from division 8 residents is returned to Division 8 with improvements to infrastructure. City: re-establish confidence in council. Turn around falling property prices, shop vacancies. Create job and study opportunities.

Would you support extension of the urban footprint?

No. The urban footprint is big enough to accommodate future growth for at least the next 20 years. I will, however, support a greater range of housing options. Carefully manage infill development. I would love see developers present proposals to construct 8-10 dwellings on a 4000sqm lot instead of 10 on 400sqm lots.

What is your position on rates and charges?

Ensure senior managers have clear plans to reduce operating budgets by 5 per cent this year and 10 next year. Reduce staff numbers by natural attrition; increase productivity. I won’t support a budget which relies on rate increases above CPI.

How will you make a difference?

If elected, I will make a significant difference to the status quo. I am financially conservative, pro-natural and well-planned growth, inclusive and outward looking.

What are your priorities for your division and for the city?

Improve lifestyle, sports, arts. Improve safety at Allenby Rd, Old Cleveland Road East, Carinyan Drive and Collingwood Road and Spoonbill intersection. More footpaths. Improve parks, waterways. Complete community hub at Crown Road. Refurbish old scout hall. Keep tree-top horizon.

Would you support extension of the urban footprint?

No. Redland has enough approved housing allotments to accommodate growth. I believe our focus needs to be on in-built design so it caters to needs and wants of the changing population.

What is your position on rates and charges?

As a ratepayer, I demand we question and fight costs, rates, charges or others fees imposed by state or federal governments while ensuring services are kept and improved. I am calling for a rates freeze for 12 months.

How will you make a difference?

I take the community to the council. I listen to people through my regular mobile office meetings at schools, community clubs and shopping centres. The way I make a difference is by being an active member of our community.

PAUL GLEESON

What are your priorities for your division and for the city?

To work with council and state departments to improve traffic congestion in and around Capalaba. To ensure medium-to-high density developments are impact assessable; ensure residents have greater input and protection from irresponsible planning. Beautify and revitalise Division 9 .

Would you support extension of the urban footprint?

Yes, but only if it’s sensible, controlled and meets the desires/wants of the local community.

What is your position on rates and charges?

Everyone wants cheaper rates and being a ratepayer, so do I. There are some big claims coming out from some people at the moment about capping/ reducing rates. I'm all for it, as long as it doesn't come at a cost of greater debt to the city.

How will you make a difference?

I will improve communication in Division 9 and ensure greater access to council matters. I will stand up for residents and resolve the community's concerns on traffic congestion, healthy waterways, revitalisation.

What are your priorities for your division and for the city?

Lowering or capping rates to both domestic and commercial premises, stop illegal dumping by abolishing domestic tip fees, support and encourage small business so they can employ locals, work toward reducing traffic by improving public transport and roads.

Would you support extension of the urban footprint?

Yes, only if transport infrastructure would meet demands and sensitive environmental areas are not compromised.

What is your position on rates and charges?

The way I have read it over the past four years our rates have skyrocketed due to wasteful spending, businesses have closed and development practically stopped. We need to stop wasteful spending, encourage and support businesses that employ locals and get sensible and sustainable development back on the move.

How will you make a difference?

As I have stated many times, by consulting with the community we can get to the issues that are priority first and work down from there. I will guarantee not to go missing after the election if elected. I promise to discuss issues with anyone willing to talk to me.

What are your priorities for your division and for the city?

The development of a strong local economy leading to more employment opportunities in Redland City. Greater attention to improving the health of our creeks and waterways.

Would you support extension of the urban footprint?

I am not inclined to support the extension of the urban foot print. We have an opportunity to be innovative in our thinking about the mixture of hosing types and to become a leading example of how to live sustainably.

What is your position on rates and charges?

I will work to see rates caped to CPI and to see domestic tip fees abolished.

How will you make a difference?

I will return balance to Redland City Council and work to see council processes more transparent, efficient and fair

RICHARD MATTERSON

What are your priorities for your division and for the city?

Reduce waste, eliminate inefficient council processes. Ensure finances are expended appropriately. Ensure all Division 10 is equally represented. Ensure the council works with state government to reduce bulk water charges. Ensure water charges are fair.

Would you support extension of the urban footprint?

There is ample room in the footprint for the growth expected over the next 20 years but it needs to be managed in the planning scheme. Have appropriate infrastructure balanced with environmental considerations to promote sustainable growth. Encourage business investment and growth to provide jobs. Reduce burden on road infrastructure.

What is your position on rates and charges?

I support a cap on rates to CPI or below. Council needs to reduce expenditure and work to eliminate waste. Simplify the complex rating structure. Have rates bills show rate in the dollar.

How will you make a difference?

I have a management and business background, understand financial and bureaucratic pressures on business and households and will work to reduce those pressures. Unless I have a prior engagement I will attend community events as invited. If elected, I commit to at least one day a month of door-knocking in my division.

HELEN MURRAY

What are your priorities for your division and for the city?

City: effective and efficient spending of rates; keep Birkdale waste transfer station; improve roads, footpaths; attempt to solve sustainability problems of SMBI; change tree protection policies to be fairer to owners; Div: safety solutions for Collingwood Road; retain Northern Arterial road reserve as greenspace; stop foreshore erosion on Thorneside esplanade with sea wall; improve canoe entry and boating facilities in Tingalpa Creek; extra railway parking; investigate Rickertt Rd bridge duplication timing; support business, employment, schools, sports and the arts; more solar lighting on foreshore trails.

Would you support extension of the urban footprint?

No, but I believe it could be time to rethink the “urban footprint” in light of studies in sustainability of low-lying areas.

What is your position on rates and charges?

Redlands has no airport or commercial areas or high rise to subsidise the city. I support getting rid of waste and unnecessary spending to get the best deal for ratepayers.

How will you make a difference?

I will be the longest-serving councillor so will bring experience with long-term knowledge of issues and developments.

Invite community-led discussion; reduce waste in council processes; open communication; promote local economy with “Think Local First” campaign; encourage sustainable development; Ensure 2030 Community Plan delivers social, economic, environmental, and cultural sustainability.

Would you support extension of the urban footprint?

I do not see why we need to extend the urban footprint. I believe we need to adapt it, to consider long-term needs. Make best use of available land, services and infrastructure.

What is your position on rates and charges?

The more efficient council is as an organisation, the better our money, infrastructure and essential services can be managed for the best interests of all. With better use of council, commercial and community resources, we can meet present and future needs.

I am a skilled communicator and group facilitator. Council needs effective communicators and facilitators to address the city’s present and future needs. I will continue to promote the work of a diverse range of residents who help promote our local economy, enhance our civic environment and enable our local community.
